Transfer system queue (refactoring)

With the demand for management of webDAV support (also offline) and of the various download and upload options (in foreground and background including chunk and e2ee) and of the new ToS it has become urgent to rethink the transfer management system which includes a simpler and more centralized system of queues and events.
