Add subtitles to the recorded video #51

In Talk 22, if the live_transcription app is available, it will be possible to show a live transcription during the call. Although it would be possible to enable the live transcription during the recording so the live transcription is shown just like in the WebUI it might be better to provide an actual subtitle track in the recorded video that can be enabled or disabled at will when playing it.
In any case it would be necessary to add a setting in Talk UI to enable or disable the live transcription / subtitles per conversation.
