.nomedia and .noimage have no effect in Photos and All Media

Describe the bug
I have created .noimage and .nomedia files in several folders that I wish to have excluded from Photos. The images within those folders still appear within Photos. As far as I understand from reading the other .nomedia issues here, this should work.

To Reproduce
Create a .nomedia or .noimage file in a folder.

Expected behavior
Images in a folder or subfolder with a .nomedia file should not appear in Photos.

Additional context
Executing occ files:scan --all doesn't affect on the final result.

@scottjl @mbnoimi are you able to try NC 24? I had this same issue and found this ticket when searching earlier, but the issue was resolved at my end after I upgraded from NC 23 to 24.0.11. Photos app is at version 1.6.0.

After #1341 the only spot I currently still see .nomedia being ignored is Places, which is covered in #2216.
