`.nomedia / .noimage` not respected for *Places*

Places includes images and videos stored in folders including a .nomedia/.noimage file, which is inconsistent with the rest of Nextcloud Photos. Instead, Places should exclude such files.

Reproduced. Places still shows them.

We need to do a code audit per comment in #1341. Though off-hand Places is the only place I see them seeping through still.
