Bug description

Web GUI design in DE locale of main log-in to be corrected.

Tool tip text is ill placed.

Steps to reproduce

1. NC 28.0.7
2. macOS 13.6.7 Intel with Safari Version 17.5 (18618.2.12.111.5, 18618)
3. Browse the Web GUI main log-in page

Expected behavior

1. Tool tip text should show when selected only
2. Tool tip text should be shortened to fit into tip box independent from tip in text field
