Clutter of the menu that includes both user and admin functions and is therefore limited to how many items it can hold so it doesn't feel overloaded.

Describe the solution you'd like
Split admin functions into another menu. The menu I'm talking about is the user avatar in the top-right.

• The user menu (the avatar) would keep the link to View Profile, Set Status and include About & What's New, Help & Privacy and Logout. It would also include the most commonly accessed of the Settings items:

• The admin menu would then keep Accounts, Apps and then commonly used links from these:

As an admin myself I think a second menu is more complex then those 3 extra entries in it currently.
Also it only affects one to a handful of users with admin permissions.

But let's see what our designers think about this, cc @nextcloud/designers

Also agree with @susnux. It's always confusing to have things all over the place, and the current way of having all the entries in the same overview actually simplifies it.

A possible way to improve it would be reviewing naming, possible consolidation and grouping of settings and visual improvement.

Admins are confused by more than one menu? That seems rather odd to me.

@susnux collapsing is creating unnecessary extra work and makes things invisible. One big improvement we can make is that if you enter the settings through the menu entry "Admin settings", we can automatically scroll down to the heading as an anchor.

Cause currently when you have a small screen the entry might not even be visible, and even with a regular screen the active entry might be unnecessarily low in the navigation:

I think it would be better to have these in two separate pages. These are all settings, but they're very different sets of settings: one set affects you only, the other are system settings for the whole instance.

I see no good reason why they should be merged in the same page. Especially given how many admin settings we have now. It's just distracting to have so many irrelevant entries in the navigation.
I say "irrelevent" in the sense that it's irrelevant to your current task, because you've navigated to this page having already chosen which settings you want to touch (we have two entries in the user menu).
