CI: Add new core pathogens to test-pathogen-repo-ci

We test pathogens as part of conda-base CI to ensure changes don't break automated pathogen builds.
We've recently added multiple pathogen repos that are not being tested yet:

• chikv (not compliant with pathogen-repo-ci)
• hmpv (depends on Conform to pathogen-repo-ci hmpv#3)
• oropouche
• rabies
• wnv
• yellow-fever
• nipah
• norovirus
• rubella

The hmpv repo will need to be updated to conform to the pathogen-repo-ci, but everything else can be directly added.
