feat(web): team-edition surfaces — navigation shell, settings, community, collections

Team navigation rail (two-state, links workspace management out to the cloud
console), the Settings workspace region, community, team collections for design
systems / plugins / skills, workspace switcher, and the in-project collaboration
UI (presence, read-only, comments) plus i18n. Builds on the collab client layer.
