Idea: create comments for every dataset via GitHub issues

Comments section for every dataset would be a nice way to organize communication between researchers.
As currently Dataverse does not have such a functionality, we can try to organize it via GitHub issues:

• We can create a separate GitHub projects only for comments, like "Repo4Cat Comments" or similar.
• Think about a way how to create issues via GitHub-API - e.g. additional scripts which are running as a cron-job or directly after dataset creation
• For each dataset will be created a new issue with a dataset title as a name, e.g. "[Comments for publication] Dataset Title"
• Every comments issue must have a PID reference to the original dataset
• Comments issues must be created only be specific tool (which is a part of Repo4Cat infrastructure), that users can only write comments within the issue

I thing it is too much to ask users to navigate away from dataverse to discuss/comment; they also need another account. An alternative place for such a system could be (at least theoretically) the metaportal which is more under our (Sonja´s) control than dataverse.
