[Feature Request] Make it possible to turn off LFS autotracking

The treshold for lfs autotracking is set very low. This led to complications because in hour setup, lfs files are generally only allowed in dataset folder. In addition the whole LFS concept is not so easy to grasp for average users.

To cirumvent this issues user have to set the lfs tracking threshold higher at the moment. It would be good to have an option/ toggle here to simple turn of autotracking. This would also be easier to communicate to users.

I think this can be solved with the "just track everything under datasets via lfs" rule discussed in #506
