Fix conflation issue with cases/attribute/network/highway-2927-bridge-1 #5721
Description
The conflation case for attribute conflation screws up the road network data, moving an intersection completely. Find out what is happening and fix it. It appears as though the conflation merges two unrelated nodes causing the bad conflation.
