Event details page upgrade to Angular 14

This PR upgrades the event details page to use Angular 14.

Testing Instructions

1. Click on an event from the Events section on the Admin page and verify the Event info appears as expected (Event name, description, team members, etc)
2. Click 'Edit Event' and verify you can successfully change the name or description in the inline form field that appears.
3. Verify that the 'Add' and 'Edit' buttons for the team members, teams, and layers sections work as expected.
4. Verify that on the team members section, you can change user access when in the edit mode and that it takes effect after saving
5. In the forms section, verify that you can reorder, create a new form, and preview forms as expected
6. In the form restrictions section, verify that you can update the form restrictions and that they take effect after saving
