SPIKE - Investigate integrating a file watcher for bundles in `etc/app_protect/bundles`

Overview

The goal of this SPIKE is to understand the implications of adding a file watcher that observes the etc/app_protect/bundles directory.
This watcher could:

1. Check for files added/deleted in the specified directory
2. Trigger changes in policy and ingress resources based on files added/deleted

• Understand any potential performance impacts by having a file watcher
