how to add masks and filters to icons that add to the background

Chrome, Edge 

I need to put a mask and filter on the Icon that was added to the background image. Something like layers in Photoshop, where each layer can be edited and manipulated.
Also, I want to merge two icons, and I can't find functions for send to back or move to front.
Would you mind helping me how can i access these features?
