It's probably worth adding the i18n structure anyway, but if we do add support for Chinese (or any other non-English language) we're going to need a strategy for how to maintain it, because it's not reasonable to expect every subsequent user-facing addition or feature to be localized by the contributor

Would certainly be concerned about the long-term maintenance overhead. I don't see much precedent in the Swift community for CLIs to be internationalized. SwiftLint and swift-format aren't, as examples.
