docs: update version matrix (#636)

This PR updates the version matrix in the README to reflect the latest
published versions for VRDR IG STU2, VRRM IG, and VRDR .NET.

- Updated the label for the VRDR IG STU2 version from "STU2.2 version"
to "STU2.2 Published".
- Updated the label for the VRFM IG STU1 version from "v0.9.1" to
"v1.0.1".
- Updated version numbers and links for VRDR .NET from v4.0.3 to v4.4.3.
