FarNet 9, .NET 9.0

The latest FarNet and modules PowerShellFar, FSharpFar require .NET SDK 9.
This update is smooth with no remarkable adjustments required.

PowerShellFar uses Microsoft.PowerShell.SDK 7.5.0-rc.1.
In spite of the RC status, it's considered a “go-live” release.

FSharpFar and its out of Far runner fsx.exe use F# v9.

Existing net8.0 FarNet modules do not have to be upgraded.
But gradual migration to net9.0 is recommended.
