Move to obspy 1.3.1

**Describe the bug**
Currently, Gisola works on obspy 1.2.2, but this version does not support stationXML 1.2. Therefore, it should move to a version that handles it.

Obspy 1.3.1 seems to be working fine and to be the key in that case.
