Fix first-time-connection issue to p4 which stalls config loading in SG desktop

When a user hasnt connected to p4 before or doesnt have a workspace, it stalls the loading of the config itself.
Latest affected: @mikebremnexodus during onboarding.

The current workaround for this is disabling the loading setting in ./env/includes/settings/tk-framework-perforce.yml
