Update the Release template with newer formats #33
Description
Why
Today the release template is not using GitHub shorthands (internal or configurable for external task managers).
We can suggest using them in this template and reflect the different formats
How?

ShortCut stories: (assuming a shorthand is configured for the `sc-1234` pattern)
- [sc-1234] As a user, I can log in
- [sc-1235] As a user, I can sign in
- [sc-1236] As a user, I can log out
This is a suggestion that need your concerns and challenge!! :)
