files to remove / clean / update

going through the repo I think there is a bit of cleaning that can be done:

• .travis.yml : does not seem to be used anymore
• Makefile and Makefile.win: several recipes can be removed
• Changelog needs updating AFAICT
• TODO should probably be removed (maybe open an issue to store its content instead)
• several scripts in the tools folder feel like they are way too old to be useful: e.g tools/bisect_nose.py
• lgtm.yml
• doc/misc/pylintrc

need to double check but I think that some of the things in doc/misc/pylintrc can be handled by ruff
