More failures in CI on forks that on upstream

from a quick look it looks that some failures are happening if some git tags are missing (to be confirmed)

Ah, yes, that looks like it's a failure to sync tags. Maybe we can do something to mark tests as being relevant only to releases, and only enable that mark on the base repo CI.

another nuclear option: only run tests on upstream but that would require contributors to tweak things in the workflow yaml if they just want to check something on their fork

That could work, but might not be obvious. Another approach could be to set the tag if the branch/base branch are maint/ or rel/ branches, since that will ensure that the deprecations don't get forgotten at release time, if not before.
