allowUnfree still broken ?

after a confusing couple of hours of trying to figure out why rebuild was failing despite having pkgs.config.allowUnfree = true; ... i used overlays instead and it worked fine, i also noticed an issue from last year about the same thing but the discussion mentions that the issue was supposed to be fixed, but it isn't.

also ... why is it that in the documentation, the instructions for overlays mentions using a pinned commit and not the master branch directly.
