New CBA setting to disable vehicle fleeing (vehicle abandoning)

Probably the most common point of feedback is that AI dismounts vehicles in combat, and I believe that at least a part of these reports are coming from the vehicle fleeing (abandonment) behaviour.

I propose that vehicle fleeing be made into a separate setting from fleeing in general, and maybe the behaviour could be improved too.

For the improvements, I think the current 50/50 odds could be reworked into a system where the odds of abandoning the vehicle increase as vehicle health and ammo gets lower. So a full health, fully loaded vehicle should have a very little chance of abandonment, whereas a heavily damaged vehicle with no ammo left should always be abandoned.
