Unable to migrate the Shared Steps - v16.1

Hello @MrHinsh & Team,

I'm trying to migrate the azure devops work items, test cases, test plans etc. from one org to another org. Currently, I use the version 16.1 In that, I'm unable to migrate the "Shared Steps" alone. It throws as error as like in the below image.

The error states that, there is no custom ReflectedWorkItemId present in the Shared Steps. But when I checked the Process (I use CMMI), it doesn't have the Shared Steps. I tried to create it, but it says it already exists. Attached screenshots for your reference.

Id recommend debugging in Visual Studio and seeing what is null.

Hello @MrHinsh ,

As per your suggestion, I have debugged and found that that the when inserting the test cases, the program gets errored out. Attached screenshot & video link for your reference.

What value is null?
Can you see why it's null?

The TargetTestCase implementation is null. Attached screenshot for your reference.

Not sure, What caused this issue. Could you please let me know how can we check this?
