[Bug]: Hebrew chars in work item titles are not migrated

What happened?

All workitems transferred but Titles in Hebrew - Hebrew char is missing.

Use the preview version. We changed the defaults.

Current the default is that all non aski chars are removed. This was too greedy and has been changed in the preview. You can check the appsettings.json t see the default and diable this check.
