Modular pipeline for multiple use cases

We have two current use cases and one upcoming for the VMS pipeline: entanglement risk (Brooke / Owen), offshore wind (Kelly / Blake), and fishery footprints and participation networks (Abigail). I think we should design the pipeline to run automatically based on one use_case variable at the top, which will impact the pipeline later on through if/else statements for different filters and functions or child documents to apply.
