Blacklist for excluded applications [enhancement]

## Description
Hi, it would be nice if we could disable certain features in some applications. Specifically, I would like to disable the extended scrolling behavior in VLC.

## Rationale
 I use mousewheel to navigate through videos VLC. The "Mac Mouse Fix" utility makes the moves jittered.
