[BUG] Layers not focused when opening

Bug description

When opening a noctalia panel, for example noctalia msg panel-toggle yocraft/qrcode:panel, it's not focused until you click on it.
I don't have the issue with the launcher and clipboard.
It doesn't happen on niri so it's an umbriel issue.
Also it happens with noctalia control-center when floating but not when attached to the bar.

Steps to reproduce

1. Open a noctalia panel that is not launcher or clipboard
2. see that it's not focused

Expected behavior

The panel opening focused like in niri.

Actual behavior

The panel is not focused when opened.
