Create a node-equivalent version of `bin/solid-test`

It is useful to have a node-equivalent version of bin/solid-test:

• Windows users have better access to the script (contributing to fixing Fix Local Windows Development #802)
• combined with nodemon, it enables easy setup for "restart-server-upon-change"

I tried creating a simple version of it earlier, but it is not equivalent to the bash-script.

Hi,
I stood node-solid-server up on windows by making the scripts solid.cmd and soild-test.cmd in
https://github.com/rimmartin/node-solid-server/tree/master/bin

I believe the behavior is equivalent to the linux scripts
