It is there now ("pushed about 3 hours ago"): https://hub.docker.com/_/node/tags?name=22.15-bullseye-slim, https://oci.dag.dev/?image=node%3A22.15-bullseye-slim.

The build process involves many moving parts with some architectures building faster or slower than others (and some images causing rebuilds of child images that fill up the build queue). And rather than hold some architectures back if one isn't ready the Docker Official Images build system adds each arch to node:* as it is available.
