or maybe a separate category (user-submitted tests)
Main purpose is to port Spam and Han to hurado.
Submit a test (whether typed manually or submit file), hurado validates with validator, then detects subtasks, then adds to appropriate subtasks.
No need to keep track of successful hacks and scores. (Though maybe we can add a field for the user-submitted tests so we know who submitted what)
By default, no one (except admins) have permission. During times when we use Spam and Han or similar training contests, we just give the participants permission manually, and then revoke after the round.
