Fold into `noir-bignum` repository

We can move this code into https://github.com/noir-lang/noir-bignum to have the library and the code necessary to generate it in the same place.

This will allow us to have CI which ensures that the library matches the params generated by this code.

@zac-williamson Can you post a full set of inputs you use to generate these so we can enforce this in CI? I'm wanting to avoid having to manually check changes you make.
