Process for getting access to http://auth.noisebridge.net/ and associated services

As per #rack > metrics @ 💬, the question is: What's the process by which a new user is added to access Noisebridge's Grafana and internal auth?

Task:

1. Determine what the process is
2. Add a brief set of docs about how to follow this process

the tl;dr for this process is:

1. Add yourself to the list of users (with github username) to the ansible user file, this pr
2. Get the ansible changes applied, since they'll template the Caddy configuration and thereby the list of authorized users for web access to grafana.noisebridge.net.
3. Get an existing Grafana Admin to add you to to the grafana editor list

I'm not super sure where to document this. @mcint is there like... a readme (or a wiki lol) for this somewhere?

Seems like great relevant: how to use README. If it's too sparse as is, I can work on a draft of the README with call out sections for (web) users, or to help promote and elevate people from drive by first use.

I (and others) probably have strong opinions (and good ideas) not have elicited yet, on who else to serve with immediately actionable advice, besides maintainer-ansible-runners.
