nrf_wifi: Update RPU patch to rev#4ca272a9af0

UMAC:
     *[SHEL-3248]: Support for EAP-TLS-SHA256 security type
                   in display scan.
     *[SHEL-3251]: Limiting maximum transmit power from 40dBm
                   to 31 dBm as per hardware limitation.
     *Added support for 8021.X security modes in display scan.
     *Updating to 2024_10_07 regulatory rules.
     *Revert to user-configured regulatory domain on disconnect.
     *Add configurable BSS display limit for performance optimization.
     *Configure AP TX Power Based on Country IE before auth.
     *RPU Patch version changed from 1.2.12.0 to 1.2.13.0.
     *Display scan bss limit handling in RPU sleep mode.
PHY:
    *[NRF7X-257]: SVD DMA lockup issue fix at Calibration request time.
    *[SHEL-3253]: Vbat measurement and averaging changes.
    *[SHEL-3301]: Fix for degraded RX sensitivity in 5.0 GHz with
                  Notch changes.
