nrf_wifi: Update RPU patch to rev#fbc9acd16ab

UMAC:
    [SHEL-3213]: This commit fixes the issue of MGMT_BUFF_OFFLOAD
                 causing scan failures for scan-only builds.
PHY:
    [SHEL-3209]: This commit fixes the issue where the power backoff
    meant for OFDM packets was inadvertently applied to DSSS packets
    and vice versa.
coex: Revert coex ROM patch optimizations.
