nrf_wifi: Update RPU patch to rev#a14e9b27af0

UMAC:
   [SHEL-3352] : Handling Kconfig param to enable/disable priority
                 window for Wi-Fi scan.
   RPU patch version update from 1.2.13.0 to 1.2.13.21.

LMAC:
   [SHEL-3314] : Kconfig to enable/disable priority window for Wi-Fi
                 2.4G scan at build time.
