nrf_wifi: Update RPU patch to rev#8f37e1fc90d

    UMAC:
         [NRF7X-337]: Added support to configure the twt setup timeout.
         *RPU Patch version changed from 1.2.13.0 to 1.2.13.1.
    LMAC:
         [NRF7X280]: Change the cca threshold to lower value to schedule
                     pending packet which stuck in queue due to CCA high
                     in presence of strong non wifi signal.
         [SHEL-3371]:Fixed constant is used as scrambler for both DSSS
                     and OFDM in ROM codebase. Added fix in tx vector
                     as per spec for DSSS frames.
    PHY:
        [SHEL-3314]: Added fix to avoid enhanced TX DC calibration
                     for SCAN channels.
        [SHEL-3312]: TX & RX characterization report for QFN DK and CSP module
	             board with pre NCS 2.9.0 release codebase.
