Terminal UI - pin running tasks to the top of the window

Disclaimer - I only have experience with the windows implementation

The existing behavior is running tasks are at the top, completed/skipped/errored in the middle (auto-scrolls), and pending at the bottom.

I find myself wanting to know what's running, but it auto-scrolls out of view.
