Add support for Vite 8

Feature request

Nx currently supports Vite up to major version 7 via the @nx/vite and @nx/vitest plugins (vite peer dependency: ^5.0.0 || ^6.0.0 || ^7.0.0).

Please add support for Vite 8.

Context

• Vite 8 is now released and many users are looking to upgrade.
• The current Nx peer dependency constraints prevent installing Vite 8 alongside the Nx plugins.
• Tests, generators, and migration scripts may need updating for compatibility.

Requested changes

• Update peerDependencies in @nx/vite and @nx/vitest to include Vite 8
• Validate vite.config editing, executor behavior, generators, schematics, and migration scripts against Vite 8
• Add compatibility tests
• Update documentation to reflect Vite 8 support
