Update criticality and performance rating scale

Criticality should be a 5 tiered system: low, medium-low, medium, medium-high, high
Performance should be 1-10

The database will need to be updated to implement this change.
This adjustment is based off feedback recieved that the current rating system is confusing.

This is something we are considering, but we are not committed to making these changes, especially the performance aspect.
