Currently labels are placed below the hillshading and FSTopo layer

This was done so that the hillshading would be on top of the fstopo raster, so that you could see fstopo with the terrain. However you could put
- openmaptiles map layers
- fstopo
- hillshade
- openmaptiles labels layers
And then still get to see the osm labels, which even with fstopo would probably still be helpful.
