Implement pagination / infinite scroll for notes listing

Currently, the notes listing page loads all results at once, which can be slow and inefficient for large datasets. Implement pagination or infinite scroll to improve performance and user experience.

Acceptance Criteria:

• The backend API supports pagination (page/limit) or cursor-based loading for notes queries.
• The frontend notes browsing page is updated to use pagination controls or infinite scrolling to fetch more notes as the user scrolls.
• Existing filters and sorting options continue to work with paginated results.
• Loading indicators and graceful error handling are present during data loads.
• UI is responsive and works on mobile and desktop.
