Change PackageLicenseFile to PackageLicenseExpression

NSubstitute.Analyzers.CSharp.csproj and NSubstitute.Analyzers.VisualBasic.csproj set PackageLicenseFile. Please change this to PackageLicenseExpression like the main project already does. That way the license can be processed by tools.
