Is it possible to shrink down Windows even further for use as an emulation layer for Linux?

With projects like WinBoat and WinApps, they function by running windows in a docker container which they then use RDP RemoteApps to display the Windows application directly in the Linux desktop. With that kind of setup, can Windows be stripped down even further to make it more lightweight, like stripping out the wifi stack and any background process that is effectively redundant when only individual applications are used remotely?
