Starting ntopng in community with View:all not works as expected

Starting ntopng in community version, by using the -i view:all option causes problems, because the view should only be for Pro license on, however the parameter from the config file is still used but the view:all interface is not shown in the gui, also the backend behavior like the view is present, so no Host, ecc... are shown in the viewed interfaces
