At `ContextVairableCondition` put a limit on the number of items in the array

At ContextVairableCondition, for the in and !in in the ReturnValueTest, need to put a limit on the number of items in the array.
Similarly need also to do a check at nucypher nodes: nucypher/nucypher#3631
