add import_export capability to add-route-target

I just pushed the code with the import/export support.

Eg. You can set the direction by

$python contrail_ri_util.py -U admin -P p add-route-target --target 64512:1234567 --direction import --network default-domain:demo:sub

In case the target "64512:1234567" doesn't exist, it is created now. Earlier I was expecting the route target to be present.
