Automation for GitHub releases

Github releases for llvmlite - https://github.com/numba/llvmlite/releases lags from tagged releases to PyPI. This issue is to track building automation to create GitHub release when tag is created or when tag is release ready.

#1363 addresses uploads to PyPI and Anaconda.org. But still doesn't automate Github releases. I manually created releases onto https://github.com/numba/llvmlite/releases for 0.46.0. It's a simple workflow step but with CI refactoring, was not sure where to put it. Think this should be done after upload completes.
