New Governance and contribution models

Hello all!

The DISC committee met this week and resolved to adopt the governance and contribution models put forward by #176 and #82. This established that the DISCOVER-Cookbook is a project of the DISC Committee which is overseen by the NumFOCUS Admin Board. I was named as the lead maintainer of the project and the DISC Committee is going to look for 2 members who can serve as maintainers as well.

We also discussed the initiatives I would like to lead for the cookbook, these include:

• Versioned Content:Moving the book to versioned content model, with the 2019 and 2023 work being the first and second editions of the book.
• Crowd Sourced Translations: Working with a few of the standard systems for building crowd sourcing with translations, we can create translation of the previous version of book.
• Expanding a 3rd edition: With the repo cleaned up and a possibility to version the content, we can move to a model where expanded content can be contributed then at an annual DISC unconference or other event we can go through a true editorial process. This way we can bring the community to the most crucial part of the book, the content which can often be controversial or slight variations can lead to unintended meanings.

With that done, I'll begin making projects on how to achieve these goals. I think the first piece might well be how to organize these larger initiatives so we can accept more contributors. The committee did suggest adding a policy on AI generated content would be warranted as many codebases are dealing with similar issues.
